Douglas R. Blazey, of counsel to the firm, leads the firm's environmental, energy and natural resource law practice.
As the former U.S. EPA Regional Counsel for Region II (New York, New Jersey, Puerto Rico and the Virgin Islands), and Chief Counsel for the Pennsylvania Department of Environmental Resources, Mr. Blazey is broadly experienced in air, water, solid waste and chemical regulation, Superfund remediation, litigation and settlement processes and Brownfields revitalization. The firm's litigation experience and strong background in corporate, banking, insurance and regulatory related matters further enhances client needs.
The firm's environmental practice group also provides experienced counsel in wetlands and ocean disposal regulation, endangered species protection, environmental review, surface and deep mining, oil and gas regulation, dam safety, and nuclear regulation matters.
Mr. Blazey served for twelve years as the Regional Counsel, Region II: U.S. Environmental Protection Agency, New York, New York . He was the chief legal advisor to the Regional Administrator and a member of the Senior Executive Service. He supervised a staff of approximately eighty attorneys that provided legal counsel and enforcement support to the air, water, radiation, solid and hazardous waste, chemical regulation and Superfund programs administered by EPA in New York , New Jersey , Puerto Rico , and the U.S. Virgin Islands. He has also served on the civil penalties panel and as a work group leader for the "Enforcement of the 1990's Project".
Previously, Mr. Blazey served as Chief Counsel for the Department of Environmental Resources (now Department of Environmental Protection). He also earlier held senior positions as Director of the Bureau of Regulatory Counsel and Chief of the Eastern Region, Bureau of Litigation in the Pa. DER . Mr. Blazey was also designated as Special Assistant Attorney General.
During his extensive governmental service, Mr. Blazey served as Chief Counsel to four DER Secretaries under Pennsylvania Governors Shapp and Thornburgh. He has extensive trial and appellate experience, and has resolved several many of the most complex enforcement and regulatory issues affecting business and government.
Mr. Blazey graduated from Yale Law School , LL.B. in 1968 and Wesleyan University , B.A. in 1965.
